When I moved to London, an older woman told me that girls don't do bare legs here because it's "unseemly." I would rephrase that slightly. I would say bare legs = stupid, suicidal, a mistake, masochistic, idiotic - you get the picture. It's too cold to be wandering around half-naked. So yay tights!
